EDPITAF Vision

Assist DepEd vigorously to:
  • Provide access to qualify ad relevant education;
  • Achieve equitable distribution of educational services/resources, and
  • Develop a just, humane and progressive society.

LEGAL FOUNDATIONS

Executive Order No. 202 in December 24, 1969 created the Presidential Commission to Survey Philippine Education (PCSPE). The PCSPE policy and project recommendations became the basis of major educational reforms beginning in 1972.

Presidential Decree 6-A (amended by PD 1235) in September 29, 1972 called for the creation of an ad-hoc project implementing unit under the office of the Secretary. The unit was called EDPITAF.

Executive Order No. 117 in January 1987 reaffirmed the continued existence of EDPITAF in the reorganized Department of Education, Culture and Sports.


MANDATES

To supervise and implement foreign-assisted development projects in coordination with concerned DepEd bureaus, offices and various institutions/schools

To implement such other development projects as maybe assigned by the Secretary of the DepEd.


STRATEGIES

EDPITAF supports the Department’s goal for delivering quality basic education through the implementation and management of foreign assisted projects that may include all or any of the following components:

Curriculum upgrading;


Construction of school buildings;



Provision of necessary textbooks;
Training of teachers and administrators, principals, DepEd staff and officers;



Provision of equipment and furniture;
Provision of expert services, and
Provision of technical support in policy formulation, project conceptualization, sector reviews and fund sourcing.




ON-GOING PROJECTS
  1. PA-HIP, 2002-2003, AUSAID-VGF - The Philippines Australia – Hastening the Impact of PROBE under the Vulnerable Group Facility (PA-HIP-VGF). The projects aims to improve the teaching of English, Science and Math through teacher training, Material Productions, Student Assessment and Evaluation; and Project management and Monitoring. The project covers Region II, VII, IX, X and CARAGA.

  2. PA-BEAM, 2002-2003, AUSAID - Philippines Australia – Basic Education Assistance for Mindanao (PA-BEAM). The overall goal of the project is to improve the quality of teaching and learning in basic education in Mindanao. Specifically, the project aims to improve and enhance the skills and knowledge of teachers, educational managers and also to address other community needs such as basic education for Indigenous Cultural Communities (ICCs) and Madaris. The project covers Regions XI, XII and ARMM.

  3. EFIP-Phase VI, 2002-2004, JAPAN - Educational facilities Improvement Project (EFIP) Phase VI. The project aims to improve access to qualify education through the provision of quality classrooms, science laboratories and basic science equipment and furniture in selected public elementary and secondary schools in Region III.

  4. MINSSAD, 2002-207, JBIC - Mindanao Sustainable Settlement Area Development Project (MINSSAD) is to be implemented jointly with the Department of Agrarian Reform (DAR). The project aims to develop settlement areas in Mindanao using an inter-agency approach to Agrarian Reform Community (ARC) development. The project’s education component will cover construction/renovation of school buildings and provision of instructional materials and other school facilities. The project covers regions X, XI and CARAGA.
